Based on the study of the relevant policy documents since the reform and opening up, this paper systematically sorts out and analyzes the change process of China's higher education cost sharing policy,through the study on the main body of cost sharing in higher education, the proportion of cost sharing in government, the ratio of cost sharing in individual, the distribution of the financial input responsibility between the central and local governments, the transfer payment from central to local government, the student funding system and other variable policies. This paper first summarizes the characteristics of higher education cost sharing policy at different stages (the government has taken five stages such as full cost,cost sharing thought budding,cost sharing idea establishment,cost sharing form diversification,cost sharing policy and so on). It is found that there are many problems in the process of policy change, such as the need to improve the scientific nature, the stability of continuity is not strong,and the matching degree of policy variables is poor Then analyzes the change trend of each major variable policy. Next, the paper uses the model of policy change in public policy theory to analyze the dynamic factors that lead to the continuous evolution of higher education cost sharing policy (economic environment change, feedback of policy result, the interaction of the policy subsystem,the influence of the policy subsystem ).On the basis of fully mastering the stage, trend and motivation of the policy change, we find the dynamic factors have a key influence on the change of the trend ,and this paper puts forward some suggestions and prospects on future cost sharing policy design.
