With the innovation of the tuition-charging system of higher education in china, the higher education cost and its cost-sharing have become one of the issues that draw most attention from the administrative level, the policy-makers of higher education, and the educated. Taking into account of the latest research achievements of higher education cost-sharing, this paper is firmly based on the reality of higher education in present China, and devotes itself to the study on the cost and cost-sharing system of higher education. This paper draws upon both theoretical and practical studies , and is intended to have certain degree of forsight and creation.It is clearly pointed out at the very beginning of this paper that the higher education cost is the value of resources consumed by services for the educated, which include the value of educational resources in terms of currency as well as the lost value of resources consumed in higher education. The former is the actual cost while the latter is the risk cost of higher education. Based on such a concept of the higher education cost, the paper divides the cost of higher education into several types, focuses on the financial cost of universites, and puts forward three ways of measuring the cost of higher education. Among them, the approach of accounting adjustment is selected for assessing the cost per student at country-wide public universities in zool in this paper.Then this paper discusses the meaning of the cost-sharing of higher education, and tries to define the meaning of cost-sharing system of higher education. Taking into full account of various factors, this paper locates down the bearer of cost-sharing, and formulates a reasonable operating mechanism of cost-sharing. Meanwhile, this paper puts forth the basic principles for cost-sharing of higher education: the principle of benefit and the principle of ability. Additionally, from several aspects, this paper conducts on analysis of the neccessity and feasibility of cost-sharing in higher education. Statistics shows that presently the rate between governmental financial aids to publish universities and the educational expenditure of general universities tends to fall every year whereas the part of educational cost directly shouldered by individuals, enterprises, and the society is on a yearly rise.At length, this paper with fresh esys revolves around the set-up of higher education cost-sharing system, and presents a guiline for constructing and perfecting such a system from the following five aspects: perfecting the supervisional system and ensuring higher education cost is shared by the government; setting up an encouragement system for educational properties and prompting the society to share the cost of higher education; localizing the higher education cost and reflecting different burders of cost shared by different districts; perfecting the system of educational equality and easuring the right of student from poor families to receive higher education.
