The implementation of educational policy is an important part of policy operation,which has a profound impact on the effectiveness of education policy.This study attempts to study the implementation of S county school culture construction policy,Analysis on the behavior of primary and secondary schools in the process of policy implementation in S county,This paper analyzes the problems existing in the implementation of the policy,probes into the factors influencing the implementation of the policy, and puts forward some corresponding suggestions.Through the case study method, interview method and literature research method, this paper studies the implementation process of the school culture construction policy in S county.Through the analysis of the implementation of the policy of the educational administration department and the implementation of the policy at the school level, this paper investigates the problems existing in the implementation of the school culture construction policy of S county.The educational administration department promotes the construction of the school culture construction policy in the region through the policy formulation, policy organization and policy promotion;As the main body of cultural construction, the school carries out the policy of cultural construction at the micro level.SY experimental school and the XY primary school as a case to perform two different effects of policy, reflecting the policy of cultural construction in S County schools are mainly symbolic execution, mechanical execution and perfunctory execution executing deviation.It is found that the main factors that influence the implementation of S county school culture construction policy are the scientific nature of policy making,The execution of policy implementation and policy implementation environment.Based on the above analysis, the author believes that, in the context of the regional level to better protect the implementation of educational policy, the need to improve the following aspects:First of all,to improve the scientific nature of policy formulation and the quality of policy content,laying the foundation for the smooth implementation of the policy;Secondly, we should pay attention to the quality of the main body of policy implementation and improve the ability of policy implementation;Finally, the policy support system should be created to provide effective support for policy implementation.By improving the policy implementation path, correcting the deviation in the process of policy implementation, and ultimately to better promote the effective implementation of education policy.
