Research On The Balanced Development Of County Compulsory Education Under The Background Of New Urbanization

Education equity is the important foundation of social equity.Promoting the balanced development of compulsory education is a livelihood project to promote educational equity,which has positive effect and far-reaching significance to the construction of a harmonious society.In recent years,along with the acceleration of urbanization level,a large number of rural population move to cities,however,the growth of education resources can't keep the pace of urbanization,taking the effect of urban education resources shortage,serious phenomenon of large amount.So the education quality is difficult to guarantee,but rural education resources wasting is serious.Meanwhile the phenomenon of weak teaching conditions,the loss of students,teachers keep outstanding is also common.The desire of parents hoping their children enjoy high quality education resources is very strong.Education resources caused by the uneven choice questions emerge endlessly.How to promote the balanced education in the county under the background of new urbanization,and how to realize the educational equity has become a hot issue of social concern.Especially after "the State-and long term educational reform and development plan(2010-2020)" and "the country of new town planning(2014-2020)"introduced,all levels of government put how to promote urbanization and balanced education in the area on the agenda.This paper describes the current situation of the development of new urbanization and the equalization of compulsory education at the present stage of Dezhou City.Based on the analysis of the relationship between the new urbanization and the balanced development of compulsory education,combining with the actual situation in Dezhou,the reasonable policy will be recommended.Based on the theory of fairness and justice,public goods,service oriented government and so on,this paper studies the connotation of the balanced development of the new urbanization and the compulsory education in the county,and analysis the current situation and problems in Dezhou city.At present,new urbanization in Dezhou City develops rapidly.The government of Dezhou also has done a lot of work in the balanced development of compulsory education,but due to the weak foundation and weak financial resources,the task at present to solve the large amount and improve the school's weak condition is quite heavy.Comparing the conditional standardization,some counties has a big gap,and can't get up to the requirements of the balanced development of compulsory education.Based on the analysis of the current situation and problems,the paper promotes three principles:educational fairness,social needs and development,as well as the transformation of ideas,scientific adjustment of layout planning,strengthen the funding guarantee,the implementation of infrastructure construction,the construction of teachers,school management,supervision and evaluation,and other aspects of the proposal.These have certain theoretical and practical value to the balanced development of compulsory education in the county.Hope that through the study of this paper can be more clearly aware of new urbanization and the county area compulsory education balanced development contains rich theoretical and practical significance,upgrade Metro background of urbanization of the county area compulsory education balanced development theory and rich county compulsory education balanced development research and promote research in the field to develop in depth,and then for the government to promote the formulation of policies about the balanced education in a county and further academic research and provide a scientific basis and reference.
