The reason why we take coordination of industrialization, urbanization and modernization which does’nt sacrifice agriculture and grain, ecology and enviroment as the central mission of the construction of central plains economic district is determined by the actual conditions and stage of economic development in Henan province. Realizing it is not only acclimated to inherent demands of achieving benign and quick development in central plains, but also can accumulate reference experience for the same kinds of places in entire country which are impelling the course of modernization. Coordination of industrialization, urbanization and modernization also puts forward new demands on compulsory education in central plains economic district."Program of Central Plains Economic District" specially points out,"We should construct security mechanism for input in education adapting to new-style urbanization, optimize resources allocation of compulsory education, rationally confirm layout among teaching points, village elementary schools, central elementary schools and junior middle schools and the proportion between boarding and nonboarding schools, adequately develop village elementary schools and teaching points, and reinforce the construction and management of boarding schools in village middle and primary schools. We should construct a passel of town middle and primary schools banding together the plan of construction of new area and reconstruction of old city."The article takes Lankao county town as the research object and mainly discusses the problem of balanced development of compulsory education in rural area under the background of coordination of industrialization, urbanization and modernization in central plains economic district, combining new requirments put forward in "Program of Central Plains Economic District" on compulsory education. Through investigation, the author finds that Lankao county town has acquired determinate effect on compulsory education in rural area by means of increasing input in education, improving infrastructural condition, strengthening construciton of ranks of teachers, improving educational quality and gradually decreasing the gap between compulsory education in towns and villages. However, for deviation of macropolicy, objective restriction of ecomonic developent level and deviation of educational ideas etc., some problems still subsist in the dynamic developing process from unbalance to balance of compulsory education in rural area in Lankao county town, such as insufficient input in compulsory educaiton, gaping places in compulsory education lands, nonbalance of educational opportunities, low level of teachers, irrational allocation and lack of suitability of educational management etc.To resolve these questions, the author suggests that we can impel balanced development of compulsory education in Lankao county town from the following aspects. Firstly, vigorously developing economy and tamping economic foundation for balanced development of compulsory education. Only through vigorously developing county economy, can we gradually eliminate dual structure in urban and rural areas, reduce the gap among different areas and economic and social development between urban and rural areas, completely clean up the basis of "dual social structure" which leads to unbalanced development of compulsory education between urban and rural areas, persistently provide financial support for balanced development of compulsory education under the current system, and constantly improve the level of economic life in rural area to endlessly strengthen its fund input that families in rural area support. Secondly, conscientiously reinforcing leadership and strengthening government’s subjective position in balanced development of compulsory education. Government is its dominant power. Impelling balanced development of compulsory education is not only part of its job, but also its fundamental responsibility. Therefore, it means that government should reinforce its support, leadership and standardized functions on it. Thirdly, managing to optimize enviroment and constructing full-bodied atmosphere for balanced development of compulsory education. Compulsory education needs healthy social enviroment and especially demands those supportive social power contributing to balanced development of compulsory education to form the atmosphere supporting balanced development of compulsory education in entire society. Fourthly, formulating relevant policy and constructing institutional guarantee for balanced development of compulsory education. Fifthly, increasing fund input and providing fund support for balanced development of compulsory education. Sixthly, reinforcing construction of teachers and providing personnel support for balanced development of compulsory education. Seventhly, strengthening information construction and perfecting fundamental conditions for balanced development of compulsory education.
