With the growing of economic strength and people’s living level unceasing enhancement, the people in the field of basic education requirements gradually focused on the issue of children can accept high quality education. Education as a kind of cultural resources, increasing its role and status, to promote compulsory education balanced development as a new concept of education has become the strategic decisions and inevitable choice in the field of basic education in our country.However, due to historical and realistic reasons, the urban and rural dual economic structure of the long-standing serious influences the balanced development of compulsory education. As the important content of the reform of the education research, in order to reduce the obligation education unbalanced development to the quality of education, population quality, negative influence of economic development, social harmony, how to further promote the balanced development of compulsory education has the important practical significance.This paper firstly presents a comprehensive review on national and intentional research on balanced development of education, and then discusses the concepts of balanced compulsory education and the urbanization process of all regions, further performs an analysis on the current situation of the balanced compulsory education of Dalian. This paper focused more on building the evaluating indicator system on balanced development, including three first-level indexes. According to the methods such as literature review, data collection and investigation, the author has carried on the model of the empirical analysis which has based on the index system of Dalian. Last, the author gives suggestions of how to promote the policy recommendations of the balanced development of compulsory education in Dalian.The paper is focusing on an assessment on the balanced development of compulsory education, and places emphasis on building the evaluating indicator system on balanced development of compulsory education in Dalian. The paper is innovative in giving suggestions on promoting balanced compulsory education development based on the conclusions through combining the index data results analysis and investigation analysis.
