Carrying the essence of Chinese civilization, calligraphy is an important part of Chinese traditional culture. The inheritance and development of calligraphy have great significance to enhance the national literacy and build the cultural connotation of the ethnic groups. Elementary school stage is the important period of learning new knowledge and developing interest and hobby. In this stage, calligraphy education will have a profound impact on the development of students' comprehensive literacy.Calligraphy education is an important part of Chinese ancient education. After the founding of China, due to the Cultural Revolution and other reasons, the school calligraphy education was interrupted. In the 80's of last century, calligraphy education began to recover. Since 1984, the state began to pay attention to writing teaching, and then continue to launch relevant education policy. Until 2013, the Ministry of Education promulgated the "Guidelines for Primary and Secondary School Calligraphy Education", China gradually strengthened the attention to calligraphy education. Basic education began to carry out the calligraphy education. However, the school conditions as well as to the policy implementation whether or not to meet the requirements of the Ministry of Education, the influence of the quality and mentality of students, teachers and parents, are in urgent need of research and investigation.At the same time, when Calligraphy Education hasn't written in quality courses, out-of-school calligraphy education has been carried out. In this context, in addition to the school curriculum, the attention to calligraphy education in elementary school stage should also include outside school calligraphy education. Off-campus training institutions is the most important mode of off-campus education. Compared with the campus education, they are both different and linked. Comparing the advantages and disadvantages of the two sides and analyzing of whether there is a possibility of promoting each other, have reference value and guiding significance to the development of calligraphy education in elementary schools.Shandong province is a major province of calligraphy. Huangdao district is a rapid development coastal city in Shandong province, which has a high degree of attention to calligraphy. Taking the present situation of calligraphy education in elementary schools in the area as the research object, the research has some representation and feasibility. In this paper, through questionnaires carry on the preliminary understanding of the situation of campus and off-campus calligraphy education in this region. Investigate to education participants including teachers, students and parents, striving to comprehensive, then make a summary about the present situation of elementary school calligraphy education in this region. The survey shows that in Huangdao district, calligraphy course in school is not ideal, the execute of off-campus calligraphy education are lack of supervision and scattered. Under such a reality, this paper proposes some recommendation from the state, government, school, family and social aspects of Huangdao district, in order to inspire the Chinese elementary school calligraphy education.
