Public welfare institutions are one of the important components of public institutions in China.With the reform of state-owned enterprises and the reform of government management system,the reform should be based on the socialist market economic system,and the incentive mechanism should be constructed.In the new period,with the establishment and perfection of the socialist market economic system and the improvement of people's living standard,the incentive mechanism of the public welfare institutions under the traditional planned economic system can not meet the needs of the society for public goods and services,Urgently adjust and reform.As the core and key of the reform of public welfare institutions,it is very important to design and gradually construct a fair,just,scientific and effective incentive mechanism for public welfare institutions.It is not only an urgent need for comprehensive reform of public institutions,The development of the inevitable choice,at the same time,it can maximize the public institutions to stimulate the enthusiasm and creativity of staff,to enhance the work of public welfare staff performance is of great significance.Effective incentive mechanism for talent in China's public welfare institutions in terms of reform,not only the ultimate goal,but also to promote public welfare institutions,drag the public welfare institutions an important means of reform.Based on the theory of talent incentive in public institutions,this paper studies the research methods such as literature research,investigation,logic analysis and normative research.A unit is a typical case,The author analyzes the problems existing in the incentive of A unit and analyzes the causes of the problems in the incentive of A unit from the perspective of incentive theory.Finally,on the basis of the theoretical research,the current situation research and the analysis of the causes of the problem,this paper puts forward some countermeasures and suggestions to construct the incentive mechanism of the public welfare institutions in China,hoping to promote the reform of the incentive mechanism of public welfare institutions and enhance the staff of public welfare institutions Work quality,performance benefit.
