With the advancement of public institutions? system,the institutions which bearing function of production and operating activities are in the process of transform to an enterprise in market.Facing strong competition,the problems of human resource management in these public institutions gradually exposed.Employees are the most valuable assets,therefore an efficient employee?s incentive mechanism becomes the necessary requirement in the development of public institutions.For Tianjin Special Equipment Supervision and Inspection Technology Research Institute(hereinafter referred to as ?TIANJIN SEI?),how to take effective incentive mechanism to motivate staff has become a top priority.The research shows that there are more or less problems in the existing incentive mechanism measures of TIANJIN SEI,such as salary incentive,performance appraisal incentive,training incentive,promotion incentive and spiritual incentive.If the unit carries out institutional reform and turns into an enterprise,it will not be able to obtain a favorable position in the market-oriented competition,and it is not conducive to the cultivation of talents.We should establish a salary system with value contribution as the core,design different salary schemes according to the nature of work,take the inspection quantity as the performance evaluation index,pay distribution mainly based on posts,supplemented by professional titles and academic qualifications,and increase the reward for the successful transformation of scientific research.In the aspect of establishing and improving the performance appraisal mechanism,the proportion of performance income should be improved while the fixed salary of post is defined.In terms of promotion mechanism,we should realize diversified promotion channels and improve competitive employment procedures.Improve the training incentive method,strengthen the combination of spiritual incentive and material incentive.This paper expounds the connotation of incentive and incentive mechanism,and reviews a variety of classical incentive theory at home and abroad.Based on the motivation mechanism research both domestic and abroad,combining the staff motivation system in TIANJIN SEI,explores the issues that exist in employees? incentive mechanism through reading many documents,interviewing and questionnaire for staff in different positions.The study of this paper is conducive to the enrichment of public institutions?human resource management and could provide strong theoretical support to design and management of employee incentive mechanism in administrative organizations.
