With the reform of public institutions of our country,the government's social functions in constantly adjust,institutions facing the increasing competition in the market pressure.In this context,there are a lot of public institutions restructuring the original system conform to the requirements of socialist market economy system,part of public institutions change to the enterprises.This is a thorough reform about original system of public institution.Today fierce market competition environment,if an enterprise want to survival,development and prosperity in the market,the key is to retain talent,and retain talent is conducive to the talent incentive mechanism of play to the enthusiasm and creativity.For the Public institution which reformed to enterprise,its human resources management is still influenced by the traditional planned economy thought,the original personnel incentive mechanism has already not adapt to the demand of social development,part of the enterprise personnel loss,work enthusiasm decline,etc.Therefore,the reformed public institutions urgently need to establish a system which can adapt to the market economy,and motivate employees.In this article,W testing laboratory which reformed to enterprise as the research object has been further analysis,according to the existing problems and deficiencies on how to establish an effective employee incentive mechanism are studied.This article is divided into six chapters.The first chapter is introduction,expounds the purpose and significance of topic selection and the related theoretical research,and expounds the overall framework.The second chapter is the basis of relevant theoretical concepts,the focus is to encourage the relevant theories of narrative and the incentive characteristics are summarized.The third part is the analysis about the present situation of W testing laboratory incentive system.The fourth part is W testing laboratory incentive system design.Through to the current employee's material and spiritual incentive,staff promotion and training,the actual situation of the communication between leaders and employees,design a set of more effective incentive mechanism.The fifth chapter is safeguard about the W testing laboratory staff incentive system of the effective implementation,mainly includes organization,system and culture security.The last chapter is conclusion.
