In our country,with the prosperity of the market economy,outdoor advertising in the historical development opportunity,outdoor advertising in the fast-growing also caused problems at the same time,in the process of urban development,installing outdoor advertising violations are widespread.zhangqiu installing outdoor advertising in violation of the same serious,a lot of outdoor advertising violations not only exacerbated the city environment,reduce the urban grade affected the residents life,and there is a big security hidden danger,the residents become more focused on public issues,is also one of the government departments to be the problem of crack.When it comes to outdoor advertising management,is generally believed that is the responsibility of the urban management department,the installation of outdoor advertisements that violations is a kind of illegal behavior,should by the urban management department shall be carried out in accordance with the laws and regulations corresponding administrative punishments,and then in daily management.Under the guidance of this thinking,combined with the urban management department set up late,lack of legal support,has the knowledge is not comprehensive,weak,struggling to cope with,stretched in the executing process,the inefficiency of governance.Rely on a good governance of the administrative department for installing outdoor advertising of ineffective,urgently need a new collaborative governance pattern for effective governance of outdoor advertising.In the paper,the problem existed in the zhangqiu outdoor advertisement setting in-depth investigation and study,to profound analysis of genesis,outdoor advertising management of various functional departments of zhangqiu power boundary on the basis of clarifying the new public service theory,synergy theory,governance theory of outdoor advertising targeted countermeasures and collaborative governance path.Purpose is based on the research of the problem of zhangqiu outdoor advertising can cause the attention of the government functional department,change management idea,the innovation management mode,through the practical and feasible management measures,to fundamentally solve the outdoor advertising violations,set the development of the city ills,make our city more clean and orderly,bright and colorful.
