In recent years, more and more people pay attention to the outdoor advertising industry, with the great economic value of outdoor advertising. However, because the legislation is still in research stage of China’s advertising media:the Legal issues of management behavior no clear legal provisions; the legislative technique of local government is not perfect; Industry information is opacity; stakeholders is deviation angle and so on, these may have contributed to the outdoor advertising market chaos. Based on the analysis of the causes of these errors, this paper puts forward the scheme of outdoor advertising business from a legal point of view.The first part of this paper, introduce paper source problem, define the basic concept of outdoor advertising, the carrier of outdoor advertising and so on.The second part of this paper analysis current situation of advertising business outdoor and legal issues. It’s mainly divided into three parts. The first part is the evolution of the outdoor advertising management system. The second part put forward legal issues existing in the outdoor advertising industry in China. The third part is based on the existing problems in the view of public law and private law reason analysis..The third part mainly from two aspects of law adjustment, the private law safeguard outdoor advertising business of the perfection of legal system scheme is put forward.
