Ru-nei-nei-shi-sheng(one of the administrations of palace affairs)which was the most important administration of palace affairs.There were some administrations of palace affairs affiliated to the Ru-nei-nei-shi-sheng.At the very beginning of the Song Dynasty,it was Nei-zhong-gao-pin-ban-yuan(one of the administration of palace affairs),instead of Ru-nei-nei-shi-sheng,that was responsible for managing the affairs of the palace.Its name became Ru-nei-nei-shi-ban-yuan,Uu-nei-huang-meng-ban-yuan,and Nei-shi-sheng-ru-nei-nei-shi-ban-yuan(all of them are the name of the administration of palace affairs)in the 5Th year of Chunhua period in the Song Dynasty(994AD).Up to the 3rd year of Jingde period under the reign of Zhenzong(the third emperor of the Song Dynasty),Ru-nei-nei-shi-ban-yuan and some other institutions of palace affairs were merged as anew Ru-nei-nei-shi-sheng.As an orgnization of the imperial palace,it was the closet to the royal power not only according to its address,but also during the operation of the power.And that was why made this institution as the tool of the royal authority whose change influenced the organization.At the moment,the officials and the functions of the institution also kept the same step with the emperor.Both of them are inside-out.
