Research On The Standardization Of Basic Public Services In Rural China

The relationship of agriculture,rural areas and peasantry has always been the top priority of the party's work.However,in the process of building a new socialist countryside,the low level of rural basic public service and non-equalization of basic public services in urban and rural areas have become a bottleneck restricting rural development and hindering social fairness and justice.Therefore,the government in the 2011 Central No.1Document carried out a policy of launching a pilot project of rural basic public service standardization,which is an important technical means and construction of the handle to enhance the rural basic public service level,co-ordinate urban and rural development in the new period.Standardization is the most popular method of scientific management in many fields such as economic and social management in recent years.Therefore,introducing it into the construction of rural basic public service system is not only an important way to improve the scientific and standardization of rural basic public service,but also an innovation of government management of concept and model.This paper is divided into five chapters,the first chapter illustrates the background and significance,research status and research methods and innovationof this article.The second chapter elaborates some basic concepts about the standardization of rural basic public services,and introduces some important theories about the topic includes the theory of new public management,new public service theory,benchmarking management theory,total quality management theory,customer satisfaction theory,and analyzes the problems and the reasons existing in the basic public services in rural areas of China,which laying the foundation for the research.The third chapter is the connecting link between the context,which analysis the feasibility and mechanism of the standardization of the rural basic public service in detail.The reason why the rural basic public service can be standardized is that the rural basic public service is in conformity with the standardized existence,the increased government finances provide economic security,the government's public management practice provides policy support,the basic public service supply and demand contradiction to provide the impetus.And rural basic public service standardization mechanism of action include:establishing demand expression mechanism to protect citizen participation,perfecting the rural basic public service needs assessment mechanism to improve the accuracy of decision-making,establishing the standard formulation and releasing mechanism to enhance scientific,implementing standards supervisionmechanism to protectexecution of thoroughness,implementing standards evaluation mechanism and adjust it according to the actual situation.The fourth chapter is based on the standardization of basic public services in rural areas of China,and summarized valuable experience through the first batch of 39 integrated rural reform pilot project issued by the National Standards Commission and the Ministry of Finance: researching grassroots in depth and constructing rural basic public service standard system;promoting the establishment of rural basic public service standardscombined with local reality;strengthening public education and implementing rural basic public service standards strictly.On the basis of the analysis,the paper points out the universality of the rural basic public service standardization in the whole country.Firstly,the basic public service standard of the rural area is lagged behind,and the rural basic public service standard system is not perfect,which missing resourceallocation,management service,and performance grades.The third is behind the protection mechanism,the implementation of rural basic public service standards are not in place,and finally there is the problem of inadequate supervision and management mechanism.In the fifth chapter,the paper puts forward the path choice to enhance the standardization level of rural basic public services in our country.First of all,it clarifies the basic train of promoting the standardization of rural basic public services,and sums up the basic principles including system principle,customer orientation principle,legal principle and adaptability principle.At last,putting forward the path design of the system to improve the rural basic public service level: protectingthe villagers to participate in,doing a good job in the standard needs of expression and assessment;improving the degree of attention and timely revising the standards;building a sound basic public service standard system;improving the supervision mechanism.
