Frequent and widespread natural disasters in China have brought serious economic losses and casualties to the country.Among them,urban waterlogging events are hot issues in current disaster research.In recent years,the state has attached great importance to emergency management.On March 17,2018,the Ministry of Emergency Management of the People’s Republic of China was established at the 13th National People’s Congress to improve the capacity and level of emergency management.In this paper,urban waterlogging events are the research objects,and an emergency management model of urban waterlogging that can adapt to the changes is proposed.Based on a comprehensive integrated platform,an urban waterlogging emergency management system is built,and Beijing is used as an example to provide technical support and decision support for urban waterlogging emergency managementThe main research results of this paper are as follows(1)The emergency management model for the whole process of urban waterlogging events is proposed.Based on the needs of urban waterlogging emergency management in China,the current situation of emergency management is analyzed,and the problems urgently need to be solved in current emergency management are pointed out.the emergency management mode of the whole process of urban waterlogging is proposed according to the "pre-event-in-event-post-event" process,which clarify the work of each stage to ensure the smooth progress of emergency management(2)A scenario analysis under the press-state-response model(PSR model)of urban waterlogging events is constructed.Based on entropy theory,the evolution process of urban waterlogging events is analyzed.Based on PSR model and Bayesian network,the knowledge description and scenario analysis of urban waterlogging events are carried out.The occurrence probability of each network node in different scenarios is calculated,and the event state under different scenarios is obtained,which provide targeted solutions for emergency managers.(3)The emergency plan of urban waterlogging based on case-based reasoning is designed.In this paper,the emergency plan of urban waterlogging events is described by digital processing and process.The emergency plan is visually expressed by information technology,and the event response plan is quickly generated by case-based reasoning method.The response ability of urban waterlogging events under the changing environment is improved through the dynamic emergency plan,and the empirical study is carried out through the case study.(4)The urban waterlogging emergency management system is developed.Using component software development,knowledge visualization and other technologies,based on a comprehensive integrated platform,the urban waterlogging emergency management system is designed and developed.Based on the system,the process of event response is regulated,which can quickly adapt to the changes of the external environment and provide thematic response services and improve the timeliness of urban waterlogging events response.Taking the typical waterlogging event in Beijing as an example,the application is carried out to improve the level of urban emergency management. |
