Although there are already some volunteers to manage the relevant public policies and laws and regulations,but in general,our volunteer organization is not yet mature,did not form a perfect social rescue service mechanism.So the establishment of a scientific volunteer management system is to meet the needs of the situation,and the government is undoubtedly the emergency response to the decision-making,command and coordination of the center,the government should manage the volunteers to guide their science quickly and orderly participation in the major Crisis response,in addition to non-governmental volunteer organizations can not relax the management of volunteers,whether the government and the coordination of each other's rescue behavior and the region,whether to mobilize both volunteers can control their not out of control,So that volunteers can play a role in major crisis response.Therefore,it is very necessary to study the volunteer management in China's major crisis events.Effective and orderly management of earthquake volunteers in earthquake relief is critical to reducing or avoiding casualties and narrowing the affected area.Therefore,the establishment of reasonable and efficient earthquake emergency volunteer management system is to improve the ability of earthquake rescue volunteer service,so that with the rescue forces at all levels of effective combination of the integration of various parts of the rescue volunteer service resources to improve the response capacity of volunteers in the earthquake,The main way to promote the rescue volunteer serviceBy comparing and analyzing the management process of the two typical earthquakes-Wenchuan earthquake and the rescue volunteer in the Lushan earthquake in the Longmenshan earthquake belt in Sichuan Province,the author analyzes the information of the two earthquakes from the analysis of the significance of the two earthquakes.Earthquake volunteer related concepts and earthquake volunteer management system framework,to determine the research ideas and research purposes,that is,through the actual case study of volunteer management in the earthquake,put forward a more systematic and significant natural disaster volunteer management of the countermeasures.In this paper,the validity of the volunteer management in the process of analysis and the relevant public policy of the current situation are analyzed,and the management situation of the volunteers in the two earthquakes is further advanced from the current situation of volunteer management in the major natural disasters Objective analysis,from the four aspects of earthquake volunteer management: identity management,behavior management,system design and volunteer organization type of a more comprehensive comparative analysis and summary,combined with the United States and Japan in the natural disaster management experience in volunteer reference,To further explore how to optimize the effective management of volunteers in disasters under today's society and to ensure that the mission objectives and tasks of the emergency rescue volunteers can be effectively achieved and minimize the damage caused by the disaster.
