Research On The Problems And Countermeasures Of China's Environmental Assessment Approval

At present,with the country’s rapid economical growth,the ecological environment has been damaged in different degrees.As a consequence,the environmental situation is increasingly serious.The accidents of air pollution,water pollution,heavy metal pollution emerged in endlessly,and social mass incidents caused by environmental pollution accidents outbreak frequently across the country.In the internet age,the environmental protection has become a sensitive word.When people talk about environmental protection,they are nervous.On one hand,this shows that the social masses have more and more attention on the living environment.On the other hand,this also shows that the environmental protection work which has distance to the satisfaction of masses still needs further strengthen.On January 1,2015,the new《Environmental protection law of the People’s Republic of China》was formally implemented,which was called the history’s most severe environmental protection.This is the first official correction since 1989 the release of(Environmental protection law of the People’s Republic of China》.The current environmental protection work is necessary.The environmental impact assessment for examination and approval as an important part of the environmental protection work,since countries establish the related approval system,has experienced from simple to complex,the content of the cover from the first few chapters added to now ten sections.Has covered the engineering analysis,environmental quality status assessment,environmental impact assessment and environmental risk assessment,public participation survey,clean production and total amount control,environment management and monitoring plan,green discussed with chapter.The environmental impact assessment for examination and approval involves the interests of many units and departments,including the project construction unit,the documents preparation unit,the approval,local government and the public,which is complex to meet the interests of the party,and is bound to affect the interests of the other party at the same time.This article through the research of the present situation and problems of grass-roots environmental protection,combining the reality of Rizhao,exploring basic problems of the environmental impact assessment for examination and approval,discussing optimization for the environmental impact assessment for examination and approval method,putting forward countermeasures and suggestions to the further perfect of the rizhao environmental impact assessment for examination and approval,so as to better safeguard the environmental quality,maintain the social stability,safeguard the rights and interests of the public environment,standardize the environmental impact assessment for examination and approval market,and promote economic development.
