Along with the rapid development of our country’s economic construction, theecological environment situation has been increasingly serious since reform andopening-up. Environmental damage problems become social disharmonious factors, at thesame time; we have been tortured in the modes of production and life. From the source forthe prevention and control of environmental pollution, China’s environmental protectionlaw created the provisions of environment impact assessment for plans.The regulations about plan in China set that environmental impact assessmentdocuments must be examined before passing the plan. The review opinion formed asplanning approval decision-making reference, but it is only a technical review and has nolegal effect. Therefore the system to a certain degree of planning as" environmentalprotection checks", at the same time it appeared a lot of problems. But when the law is notperfect, practical operation circumstances made chaos, few experts do any research on theplanning environmental impact assessment document review system.This article focused on the relevant laws and regulations and the practice of theplanning environmental impact assessment document review system. In order to define itand differ from the related concepts, to explore the value of it, to find the existingproblems in practice, such as the review staff is not reasonable; the review process isconfused,the review comments cannot reach an agreement or a herd effect and fromauthoritative effect; to ensure its validity and so on, analysis the problems and put forwardto solving them.
