Research On The Reform Of EIA Examination And Approval Of Construction Projects In The Administrative Examination And Approval Bureau

At present,China’s economy has entered a stage of highly advanced development.Under the new perspective of fierce competition(both at home and abroad),new requirements are put forward for the government’s function orientation.In the new round of administrative examination and approval system reform,establishing the administrative examination and approval service bureau has brought new changes to the EIA examination and approval of construction projects.As a basic system arrangement of the ecological environment management system,EIA’s approval of construction projects is an important administrative approval item.This paper takes L City Administrative Approval Service Bureau construction project EIA approval mode as the research object.In-depth analysis based on relevant concepts and theories like "release management and service" reform and EIA approval mode of construction projects helps to understand the research problem.Comparative case analysis was undertaken through a questionnaire survey to understand the two modes of administrative services.The study also employed a SWOT analysis to compare and analyze the advantages,disadvantages,opportunities and challenges of EIA approval of construction projects,transforming from administrative service centre mode to the administrative approval service bureau of L City.In total,this paper analyzes the current situation,special characteristic practices,existing problems and difficulties of EIA approval reform(of construction projects)in L City while suggesting a path to improving the overall level of EIA approval service.Specifically,the first part introduces a background study of administrative examination and approval reforms.Subsequently,the basic concepts and theoretical underpinnings of EIA conduct,"decentralization,management and service" reform,are explored to understand the subject under study better.The fourth and fifth chapters form the major discussions sections of the paper.The third chapter analysis the practice of administrative examination and approval mode at home and abroad.The fourth chapter highlights the current situation and characteristic practices of the approval model.Pros and cons,as well as the opportunities and challenges,are also analyzed in the face of the environmental impact assessment approval model and lists the four SWOT models(SO,WO,ST and WT)for further studies into the problem under investigation.The sixth part lists four strategies of so,wo,st and WT respectively,and further analyzes the suggestions to improve the EIA approval of construction projects in L City.The seventh part predicts and prospects the future EIA approval model.
