Measurement And Evaluaiton Of The Quality Of Guangdong Service Economic Growth

In the year of 2015,China's economy has entered a period of new normal and faced the difficult rising stage.In order to keep sustainable development of economy,its institutional shortcomings and structural contradictions should be adjusted.However,the service has become the dominant force to improve national economic efficiency.The target that improving the overall economic growth quality of China could not be reached if the quality of service industry is not improved.The service industry of Guangdong which is one of the most important southern provinces in China grows rapidly.And the service industry of Guangdong province accounted for the entire provincial GDP is 49.1%,beyond 3% of the total value added of the secondary industry.If the industrial structure could be continued,the key point is to pay attention to the growth of the amount on the basis of whether there is a focus on the qualitative growth.Under this background,firstly,this paper do something research about status at home and abroad and define the connotation of service growth quality,and bulid the theoretical framework to analyze the quality of service growth.It will also analyze the quality of service growth from five dimensions: effectiveness,structure,stability,welfare lever and external environment;Secondly,evaluate the narrow and generalized quality of Guangdong's service growth from 2000 to 2014 by establishing an index to measure the quality of service growth and conducting statistical analysis with DEA-Malmquist Analysis and IEW-TOPSIS Method as well as sample data from 2000 to 2014;Thirdly,discuss factors that will enhance the quality of Guangdong's service growth from different dimensions,areas and industries;Finally,combined with the characteristics of the quality of service growth in Guangdong,put forward operational countermeasures for the main problems existing in the quality of service growth of Guangdong.The result shows that from the narrow quality of service growth view,total factor productivity level in Guangdong's service industry ups and downs,technological advances affect the level of total factor productivity,the technical efficiency of Guangdong province level is not high,that growth in Guangdong's service industry structure presents the extensive growth,growth comes not from Guangdong's service industry elements to enhance the efficiency of using,but thanks to the growth of the inputs,need to strengthen technical efficiency,relying on technology progress.From the generalized quality of growth view,growth in Guangdong's service industry quality overall level is not high,but present a good increases,the efficiency of the service industry growth and the structure of service industry growth in a low level,it is the main factor restricting services growth quality improvement.The stability of the service industry growth is a service industry growth quality index is the biggest cause of fluctuation,The need for structural adjustments,lay a foundation for the improvement of growth quality Guangdong's service industry.
