In the face of complex domestic and international economic situation, China has entered a steady growth, adjusting the structure,benefit people's livelihood during the new normal, and even some scholars pointed out that China will or even are facing a "Lewis turning point" in 2016.In the "Thirteen Five" plan made it clear that the key of the modern service industry is economic transformation,and economic transformation and upgrading mainly formed in the service sector as the mainstay of the industrial structure.The added value of service industry increased by more than second industry in 2012 after30 years of rapid development, but what force behind the growth comes from ? Growth momentum from the capital,labor and other elements of the input or TFP improvement ? China's service industry really exist Baumol “cost disease”?The Fifth Plenary Session of the 18 th Central Committee also made it clear that should change depending on the material resource consumption to rely on the improvement of labor productivity, through the improvement of TFP is the only way to promote economic growth.So it is the need for theory and reality that research service industry and various servicessub-sector TFP and Decomposition of heterogeneity and test Baumol“cost disease”.This paper aims at investigating the TFP growth and differentiation of Chinese service industry and its sub sectors to looking for the source of TFP growth in service industry and test Baumol “cost disease” based on the existing research with the aid of econometric methods.Firstly, the paper analysis Service Industry Development Present Situation and Problems from the input scale and output through the first and secondary industries contrast,then the paper descriptive analysis the development status and issues of services sub-sectors.Secondly, the paper measures comprehensively and objectively the TFP of China's service sector and sub-sector with the Malmquist index of data envelopment analysis(DEA) for collecting1993--2014 panel data after the third economic census of 1993-2002 and 2004--2014, China's service sector and sub-sector total factor productivity overall, objective estimates,robustness tests are carried out at the same time, then analysis the characteristics of growth rate and the decomposition of TFP of China's service industry and its sub industries.Finally, the paper test Baumol “cost disease” by comparing the total factor productivity with the secondary industry Basing on the calculation of TFP.Finally, the paper draw a conclusion that the service growth of the power comes from the capital, labor and other elements of the input, the total factor productivity is not able to explain the growth of Service industry added value for the slow development of the service sector.It shows a drownward trend and even negative growth from the time trend growth.The growth is mainly rely on technologicalprogress rather than the low technical efficiency, there is still the potential of resources and technology from TFP decomposition.The services sub-sector TFP growth showed a a larger industry heterogeneity, the TFP of producer services fall fastest, but the whole is greater than consumer services, the gap is gradually narrowing;The TFP of consumer services also show a downward trend, The TFP of industry heterogeneity is maximized; The TFP of public services is rise, not fall, TFP heterogeneity is minimized.The innovation of this paper lies in using Malmquist index of data envelopment analysis(DEA), at same time, comparing the TFP and its decomposition of service industry's three sub-sectors, and then examing its heterogeneity, extending the data, finally testing the Baumol“cost disease "on the basis.According to the empirical results, this paper proposes measures to promote the service industry to a higher quality development from the strengthening of the management and supervision, making full use of industry heterogeneity characteristics, accelerating the development of producer service industry and the development of the services TFP in Shanxi Province.
