Since the reform and opening up more than 40 years ago,China's service industry has developed rapidly,with an average annual growth rate of 10.39%.In 2015,the added value accounted for more than 50% of GDP,which has driven economic growth more than the secondary industry.Compared with the growth rate of the service industry,the quality of growth has gradually attracted the attention of the academic community.The report of the 19 th National Congress no longer clarifies the goal of economic growth,but emphasizes the development of high quality.Total factor productivity(TFP)is an indicator of the quality of economic growth and is directly related to achieving more efficient and sustainable development.Accurately measuring the TFP of China's service industry is the basis for clarifying the current reality of the service industry development and improving the quality.Exploring the factors affecting the service industry TFP is the key to further stimulate the development potential of the service industry.Therefore,it is of great theoretical and practical significance to study the measurement and influencing factors of China's service industry TFP.Based on the systematic review of relevant theories and existing literature,this paper first uses the stochastic frontier production function to decompose the growth of service industry TFP into four parts: technological progress,technological efficiency change,scale efficiency change and factor allocation efficiency change,and then makes a detailed analysis of the TFP time series change of service industry in China from 1992 to 2017,and further divides China's economic region into the East,In the central,Western and northeast regions,the TFP regional differences of service industry are compared horizontally.Secondly,the influencing factors such as human capital,R&D investment,industrialization level,opening degree,urbanization level and government intervention are selected as the explanatory variables of this paper.The fixed effect model is used to comprehensively analyze the influencing factors of TFP in China's service industry.Finally,based on the conclusions drawn from the empirical analysis,around the regional coordinated development,the service industry TFP proposes corresponding policy recommendations.The conclusions of the study are as follows:(1)Analysis of the growth timing of TFP growth in China's service industry: The average annual growth rate of TFP in service industry is3.98%.The technological progress is the main driving force for the overall growth of TFP growth in China's service industry;the improvement of technical efficiency is China's service industry.The potential power of TFP rise;scale efficiency and factor allocation efficiency have all contributed to the increase of service industry TFP growth rate,and China's service industryhas an increasing scale of returns.(2)Analysis of TFP regional differences in China's service industry: TFP growth and technological progress in service industries in developed regions such as Guangdong,Beijing,Shanghai,etc.are relatively fast,and the underdeveloped regions in western China such as Ningxia and Xinjiang are generally low;through horizontal comparison,four regions are found.The main reason for the difference in service industry TFP is the difference in technological progress,technological progress and technical efficiency show a step-down decline.Both technological advances and technical efficiency losses coexist,and the technical efficiency losses in the central and western regions are more serious.(3)Among the six factors affecting the growth of TFP in the service industry,human capital,R&D investment,industrialization level,degree of openness,and urbanization level have a positive impact on the growth of TFP in China's service industry,while government intervention has a negative impact.The stronger the government's intervention in the market,the more likely it is to cause market distortions.Based on the importance of total factor productivity in the high-quality development of service industry,the following four policy recommendations are proposed based on the research conclusions of this paper.First,deepen reform and opening up,encourage technological innovation in service industries,and achieve high-quality regional coordinated development.Second,the government market has a two-pronged approach to optimize resource allocation and improve service industry TFP.Third,optimize the stock,make excellent increments,and accelerate the quality and efficient development of the service industry.Fourth,increase the level of urbanization and industrialization,and expand the opening up of the service industry.
