Recently, when confronted with the challenge of low price of oil, every business in the Sinopec Group has considered how to survive and develop. As the only one professional corporation whose business is offshore oil and gas exploration and service in the Sinopec Group, the Sinopec Offshore Oil Engineering CO.Ltd needs to put forward the development strategy which can help to survive and develop in the environment of low price of oil according to the present situation and its own conditions.Based on previous strategy theory and related research about corporations on service about offshore oil and gas, the paper make use of the approach of SWOT to analyze which strategy the Sinopec Offshore Oil Engineering CO.Ltd should choose. Firstly, by the means of PEST and competition theory, we investigate the exterior environment of the company deeply. Secondly, we analyze the interior environment of the company, including the human resource, technology and so on, and integrate the exterior and interior factors by SWOT. Furthermore, by quantitative research on the exterior and interior factors, we reach the conclusion that the company should adopt the market development strategy. Specifically, we put forward the sub strategies:the cooperation strategy which the company takes the initiative, the technology strategy which aims innovation and focus strategy which is combined independence. Ultimately, we propose the detailed measures with respect to the three sub strategies.We get the conclusion based on the situation that the Sinopec Offshore Oil Engineering CO.Ltd is confronted with, thus it will provide reference to the development of the company. At the same time, we analyze by the common approach SWOT and the quantitative method is helpful for the strategy research of the companies in the same industry.
