Guangyuan mobile company is 5.12 earthquake disaster zone, communication facilities are highly in the earthquake damage, after three years post-disaster reconstruction engineering, network has more than before. But under the existing scale, due to a surge of traffic, the network of wireless utilization rate is also high, network congestion is serious. In view of this, guangyuan company in September 2010, launched the \"excellence in 128\" 2 g network across the project. How can in the limited time to better meet the needs of the social and economic development, the implementation of enterprise development strategic target, need to start from the project construction science introduced the theory of modern project management methods, organization in a complex environment health sustainable development.In the light of the actual after 5.12 earthquake communication network construction, based on the remarkable 128 project reality schedule, requirements of the construction of the project short months to complete the process of the construction of the project to related work.
