In the trend of economic globalization,increasing competition in the world market reaches to a new level.International business has become the inevitable choice for corporation's development.Chinese construction enterprises also become more and more internationalized to compete in the global market.With the gradual advance of construction of "the Belt and road",Chinese construction enterprises have played more and more important role in global business.Due to uncertainty in the global market environment,in the increasingly fierce overseas competition,it has greatly restricted the development of enterprises relying on the existing management mode,human resource allocation and material resources procurement channels.Localization Project Management is an international practice,which is consistent with the Global Strategy,aiming at better achieve transnational business strategy.Localization management of overseas projects is the core of the enterprise management,especially in the early stages of transnational operations of Chinese construction enterprises,in accordance with international norms and local laws,and following the usual practice of foreign companies,to increase competitiveness by integrating in the local market,and to ensure the long-term health development of the Chinese construction companies in overseas markets.By using the research methods of the survey data and case analysis in this paper,the formation mechanism of localization management and the possible paths to achieve industrial upgrading is systematicly analyzed.First,the status of the overall development of the overseas construction market is analyzed;Second,the issues related to China's construction enterprises overseas localization project management are analyzed in this context,including management mechanisms,personnel training,procurement channels,risk and cost management,etc;and then combining with the author's experience of the overseas projects case,the practical application of localization management is analyzed in the micro-level;Finally,some corresponding countermeasures for the localization management of the overseas projects of Chinese construction enterprises are proposed.The main countermeasures are to strengthen the cost management awareness,to improve human resources,to establish international procurement channels,to promote the project risk management and to create a platform sharing mechanism.
