Research On The Evolution Of Rural Settlement Spatial Pattern And The Countermeasures Of Land Consolidation In Fuqing City

Under the new urbanization background, rural residential land consolidation has been no longer simply to increase the cultivated areas and urban construction land targets for the purpose of the old village reclamation, but as an important platform for coordinating urban and rural development and promoting rural reconstruction, which is the focus of the future of China’s rural land consolidation strategy.Fuqing city is China’s southeast coastal economic developed county-level cities, there are various types of landforms, higher industrialization and urbanization level, a high degree of economic openness, and rural development characteristics of diversity, accordingly, as an important component of the rural development system, the rural settlement must present a variety of corresponding development state with the development of rural areas. Therefore, as a typical area of Fuqing city, it is important to study the evolution of rural settlement spatial pattern and the countermeasures of land consolidation for improving the land consolidation planning, pushing on the practice of local rural residential land consolidation in line with local condition and promoting the integration of urban and rural development, rural reconstruction.Studying the evolution of rural settlement spatial pattern, understanding the status of rural residential layout, is the basic work of grasping the countermeasures of the rural residential land consolidation from the whole; the rural residential land consolidation must adapt to the new rural construction direction, to explore the rural development type and clear the direction of rural development, which can provide the theoretical basis for the rural residential land consolidation strategy and the choice of the model. Therefore, on the basis of inheritance of existing research results, this paper, firstly, using landscape index and GIS Technology, from scale, shape, location and density, analyzed the spatial patterns of rural settlement in Fuqing city from 2000 to 2013, it was concluded that natural factors, location factors and social economic factors were the main force driving the change of the patterns, and pointed out the present problems of rural residential land use in Fuqing city, the problems contained large scale, scattered layout, housing vacancy and undefined partition; secondly, based on the micro-perspective of the township, we attempted to construct the index system of comprehensive evaluation to research the rural development types of Fuqing city, which was an analysis of four rural territorial functions, including agricultural production, industrial development, commercial service and ecological tourism, by principal component analysis and hierarchical cluster analysis, the 17 townships were defined six rural development types, including commerce-dominated, industry-dominated, agriculture and industry-balanced, agriculture-dominated Ⅰ, agriculture-dominated Ⅱ and ecology-dominated rural development type; lastly, on the basis of spatial pattern analysis and delineation of rural development type, from the content, the idea, the principle, the consolidation pattern and the safeguard measure, determined the rural residential land consolidation strategy, proposed 4 kinds of consolidation patterns, Longtian, Gaoshan and Haikou town as small towns construction-developmental consolidation pattern, Jiangying, Chengtou, and Xincuo town as industrial park development-concerted consolidation pattern, Yuxi, Jingyang, Gangtou, Shangjing, Sanshan, Jiangjing, Donghan and Shapu town as modern agricultural development-controlled consolidation pattern, Dongzhang, Yidu and Nanling town as tourism and leisure development-optimized consolidation pattern.
