Research On The Potential Of Rural Settlement Consolidation

With the socio-economic developing, the contradictions between the people and land become more prominent. How to ensure the dynamic balance of the total arable land, how to build a conservation-intensive society, how to build a new socialist countryside and how to promote rural urbanization become the mission of rural settlement consolidation. In this context, depth analysis of the potential of rural settlement of different regions is well for finishing the work of rural settlement in science, orderly and rational.The research framework in this article shows as following: based on the research about the related theories of domestic and foreign rural settlement consolidation, this article puts forward the idea, which basic potential of rural settlement consolation can be calculated according to different modes, through defining the concept of settlement consolation and classifying consolation potential into basic potential and comprehensive potential. Besides, evaluation index system chooses from both the conditon and the potentiality of the rural settlement consolation , and comprehensive potential evaluation model constructs with the method of hierarchical cluster and multifactorial comprehensive evaluation. Finally, taking the rural residential area of Zaoyang city as the study object, this article conducts the basic potential calculation and comprehensive evaluation about rural settlement consolation. the main contents and results are as follows:First of all, by defining the concept of rural settlement consolation potential, this article classifies the rural settlement consolation potential into basic and comprehensive potential.Secondly, based on the research of foreign settlement consolation, and considering the function and potential classification of rural settlement consolation, the evaluation index system of rural settlement consolation comprehensive potential is established from two aspects which including consolation condition and potential situation. The condition index includes: Natural condition , socio-economic condition as well as land utilization condition. The potential index involves: Basic potential, rural settlement and ecology optimizing potential, land increment potential.Thirdly, taking Zaoyang city as the rural settlement consolation potential evaluation object, this article predicts the basic potential and consolation potential coefficients are respectively 10099.03 ha and 49.09% by the end of planning period (2020). According to the comprehensive potential evaluation result, rural settlement consolation comprehensive potential area of Zaoyang city can be classified into four categories, which correspond with the practical situation. Based on the classification above, the characteristics of each consolation area are summarized as well.
