Study On The Operation And Sustainable Devlopment Of New Rural Cooperative Medical System In Fuqing City

New rural cooperative medical system is one financing mechanism of a combination of individual paid, collective support and funded by the government, the government increased the strength of new rural cooperative medical system and the ability of medical care for farmers who take part in it. The new rural cooperative medical system began its experimental work from2004in Fujian province. In2007, the government of Fujian province promulgated《the construction guidelines of new rural cooperative medical system in Fujian province》, which meant the government implement the new rural cooperative medical system all-round. Fuqing city is the second batch of fujian province as the research objects, although the pilot work of new rural cooperative medical system in Fuqing city has made big progress, but there still exist many problems which directly or indirectly affect the activity of those farmers participated in it and make the farmers can’t get significant security from the medical care.As a result, the problems will restrict the continuous and health development for government to maintain new rural cooperative medical system in Fuqing city.Takeing Fuqing city as an example,this paper mainly research Farmer’s willingness and its influencing factor on new rural cooperative medical system from seven parts. Firstly, the study begins from the difference of traditional rural cooperative medical system and new rural cooperative medical system and foreign representative mode of farmers’health insurance;Secondly,based on the related theory of social security, this paper analyzed the enforcement and operation of new rural cooperative medical system in Fuqing city, as a whole,Yinxi street is selected as typical district in Fuqing city;Thirdly,this paper described the basic characteristics of the typical district and samples,Fourthly,to understand the operation and the existence problems of new rural cooperative medical system in Fuqing city.this paper made comprehensive analysis combined with the attitude and evaluation of farmers,the willing to renew, obstacle and expected value;Fifthly.more empirical research based on Logistic regression models intended to get the influential factors on the willing to renew new rural cooperative medical system; the paper finally puts forward some optimization proposals to promote the sustainable development of new rural cooperative medical system.
