Study On Drug Safety Supervision At Songxi County After "Three In One" Reform

Medicines are special commodities used to treat diseases and protect human health.In recent years,with the rapid development of the economy,some drug manufactures and distributors have ignored laws and regulations and blindly pursued personal interests,resulting in frequent occurrence of drug safety incidents in China.The "poison capsule" incident,the "Qing Kai Ling" incident,and the “Vaccine of Changchun Chang Sheng Biotechnology Co.,Ltd.” incident that recently has caused an immense uproar on drug safety have made drug safety a major issue affecting people's happiness and national image.There are many factors involved in Drug safety,and drug regulation plays an important role in it.At present,the Chinese government has done a lot of work in terms of regulations and system reform.Since 2013,the "three-in-one" institutional reform of the Administration for Industry and Commerce,the Bureau of Quality and Technical Supervision,and the Food and Drug Administration was carried out in various regions,hoping to improve the ability of drug safety supervision,but it turned out that the issue of drug safety still can not be solved effectively.Therefore,we must,on the basis of the status of drug safety supervision,analyze the problems and causes in the process of it,draw on the supervision experience of other countries,seek measures of it suitable for China's situation.That's how we can improve our ability of drug safety supervision,which is extremely urgent.This paper is aimed at putting forward feasible suggestions for drug safety supervision in Song Xi County through consulting the relevant literature,adopts the case analysis method,the literature research method,the questionnaire method and other research methods in line with the outline of taking the data collection—proposing the problem—analyzing the problem—solving the problem.field research on drug safety supervision in Song Xi County,combining my own experience in it in Song Xi County,analyzing the plight of it in Song Xi County after the "three-in-one" institutional reform.this paper Problems of drug safetysupervision in Song Xi County are analyzed including the neglect of its work,the loss of professional talents,the unclear division of functions of its institutions,the lack of synergy between the regulatory authorities and township governments,the lack of social participation and co-governance after the "three-in-one" institutional reform.Moreover,the reasons of those problems are carefully analyzed,including the weakening of law enforcement caused by the differences in the supervision mode of the three administrations,the financial constraints of local governments,the reduction of the professionalization of the supervision team caused by the limited funds for drug supervision and the lack of training and the turnover,the decline of the initiative of supervisors under the multiple assessment mechanism.In combination with the reality of drug safety supervision in Song Xi County,the following suggestions for it are put forward.Scientifically allocate regulatory power,strengthen the enforcement capability of supervisors,improve the equipment configuration of the regulatory agencies,ensure their funds,improve laws and regulations,formulate unified supervision and enforcement procedures,divide functions clearly,strengthen departmental interaction,improve public participation and embrace co-governance.
