In the context of relaxing the restrictions on rural surplus labor into the city, the problem of migrant workers’ pension insurance gradually highlights. In order to reduce the social impact of this problem effectively, the government has gradually formulated the basic old-age insurance policies for foreign employees. Especially in Shanghai, the local government began to formulate the foreign workers comprehensive insurance Interim Measures (Issued by the local government [2002] No.123) in 2002, And in 2011 it was incorporated into the Shanghai urban workers’ pension insurance. Although the new policy improved the treatment and care of migrant workers, but there are still some deficiencies in the implementation of the policy.This thesis makes a deep study on the policy of the basic pension insurance for migrant workers in Shanghai, through the investigation of relevant policies and their implementation, it is found that there are some problems in the policies as well as the implementation of the pension insurance policy for migrant workers in Shanghai. Then analyzes the causes of the problems of the policy and their implementation, and puts forward some specific suggestions.The overall structure of this paper is as follows:The first chapter mainly elaborates the research background, theoretical foundation and related research summary.The second chapter analyzes the basic pension insurance policy for migrant workers in Shanghai, including the generation of the policy as well as the main content, and the relevant policies are compared, then compare the related policies.Chapter three based on the field survey in Shanghai, described the status of foreign workers’ participation in the basic pension insurance for urban workers. This chapter includes the design of index system and questionnaire as well as the investigation interview process, then established two district s, three industries, six employers and 540 questionnaires sample capacity, then summarize and analyze the sample data.Based on of the survey sample data statistics, the fourth chapter analyzed the problems existing in the implementation of the pension insurance policy for migrant workers in Shanghai, and analyzes the causes of the problems.The fifth chapter puts forward some suggestions on the improvement of the existing problems in the implementation of the pension insurance policy for migrant workers in Shanghai.The sixth chapter summarizes the achievements and shortcomings of this research briefly, as well as some prospects for future research and practice.In this paper, the methods of literature research, social investigation and statistical are used to analyze the policy of the basic pension insurance and their implementation for migrant workers in Shanghai. It was found that the recognition of the migrant workers to the social insurance base and transfer of the payment of the policy is not high, and there satisfaction of the policy target group, policy implementation time and not included in the original comprehensive insurance payment is also very low. There are many reasons for these problems, such as the limitation of the employees themselves, the employers pay too much attention to cost effectiveness, policy implementation institutions’performance is not high, as well as the policy environment is not perfect, etc. Therefore, it can take a voluntary form for the migrant workers to participate in the policy of the basic pension insurance in Shanghai, and be reasonable conversion of migrant workers in the original comprehensive insurance payment period, to improve the performance of the implementation of the performance and quality of service, as well as further improve the policy environment and other specific measures.
