Analysis On The Current Situation And Influencing Factors Of Migrant Workers’ Participation In The Basic Old-Age Insurance For Urban Workers

The pension problem of migrant workers has always been a concern of the government and the academic community. It has affected the construction of the harmonious society in our country to a certain extent. At present, our country encourage migrant workers to participate in the basic old-age insurance system for urban employees. However, the real data showed migrant workers to participate in basic pension insurance for urban workers, the proportion of lower and higher lapse rates, with the State encourages the migrant workers to participate in run counter to the policy of basic old-age insurance for urban workers. Migrant workers to participate in the basic old-age insurance for urban workers is not only related to their own employment and pension rights and interests, but also related to the process of China’s fiscal expenditure and urbanization, speed and depth. As a result, the study of the migrant workers to participate in the basic old-age insurance for urban workers, the present situation, reasons and influence factors of the migrant workers insured rate is low, the high rate of surrender dilemma problem has important practical significance for solving the.To this end, this paper takes the migrant workers in Hengshui city as the research object, using the questionnaire and Logistic regression model to analyze the current situation and influencing factors of the basic old-age insurance for migrant workers in urban workers. Firstly expounds the concept and characteristics of migrant workers and migrant workers pension demand theory, status and influencing factors and to participate in the basic old-age insurance for urban workers of migrant workers were analyzed; secondly, through the research and design of the questionnaire statistics, the actual insurance statistical description and rate of migrant workers in Hengshui City, for the later empirical analysis provides the basic data then,; influencing factors for Hengshui city migrant workers the basic old-age insurance for urban workers insured for empirical analysis, according to the results of Logistic regression, get the influence factors of migrant workers insured as well as the factors of the insured behavior; finally, on the basis of empirical analysis, summarizes the reasons for the current migrant workers did not participate in the basic old-age insurance for urban workers and puts forward corresponding countermeasures and suggestions.This paper through the analysis found:(1) the proportion of migrant workers in Hengshui to participate in the basic old-age insurance for urban workers is 17.8%, the insured rate is very low.(2) in 90% significance level, employment insurance, enterprise whether to pay the basic old-age insurance for urban workers, the work of the replacement frequency, for procedures, personal contribution ratio, monthly income, capture expends fixed number of year, the traditional concept of retirement, the basic old-age insurance for urban workers to solution degree, endowment risk awareness, family members, family cultivated area, age, health status is effects of migrant workers to participate in the basic old-age insurance for urban workers factors.(3) the most influential factors of migrant workers to participate in the basic old-age insurance for urban workers, the second is the policy system, and then the cognitive factors, family factors and personal factors.(4) in order to improve migrant workers insured rate, should first so that migrant workers have a certain economic conditions, standardize enterprise employment, secondly, we should strengthen the propaganda, improve the cognition degree of the system of basic old-age insurance for urban workers migrant workers so as to enhance the willingness to participate, finally, to solve the practical problems encountered in the process of migrant workers insured, such as simplifying the insured and transfer and continuation of the procedures, reduce the difficulty of the insured.
