The malpractice of the management of state-owned enterprises is becoming more and more obvious in the tide of market economy development in our country, especially the problem of brain drain which is becoming more and more serious and restricting the sustainable development of enterprises. The brain drain not only weakens the comprehensive competitiveness of the state-owned enterprises in the market competition, but also makes it difficult for the state-owned enterprises to gain a favorable position in the market competition.Whether the state-owned enterprises can continue to develop in an increasingly competitive market, the key is the ability to establish a comprehensive, good and attractive human resources system. The study on the problem of brain drain in state-owned enterprises and corresponding countermeasures not only has rich theoretical value of management theory system, but also has practical significance to help state-owned enterprises solve the problem of brain drain. Since China's accession to the WTO, the increasingly fierce competition in the market, this intense competition in the market competition is the essence of talent. Therefore, how to achieve the sustainable development of state-owned construction enterprises after China's accession to the WTO, how to strengthen the human resources to enhance the market competitiveness of enterprises has become more serious and urgent.In this questionnaire, we mainly use two kinds of research methods, interview and questionnaire. Combining theoretical and empirical research, according to the collected data, we can find out the essential reason of brain drain of HX Company through collation and analysis. In this paper, the scientific logic is strictly followed in the process of putting forward the problem, analyzing the problem and giving out the countermeasure, so as to divide the article into six parts. They are:Chapter 1, Introduction. This part mainly introduces the background, meaning, research contents and ideas of this paper.The second chapter, related concepts and theoretical basis. According to the definition of the concept of brain drain, the theoretical foundation of this paper is laid according to the theory of hierarchy of needs and the theory of manpower.The third chapter, HX company personnel turnover present situation related introduction. Firstly, the basic situation of HX Company was introduced, and then the status quo of staff turnover in construction and installation company was analyzed from the aspects of academic background and post.The fourth chapter analyzes the reasons of the loss of HX company. Firstly, interviews with several employees of HX Company were conducted. Interviews revealed that the interpersonal relationship was not harmonious, the lack of education and training opportunities, the limited space for career development, the remuneration can not reflect the contribution of employees and the lack of staff development planning are the main reason for the brain drain; and then use the questionnaire method to the survey of employees who have been separated and in-service, and to find out the reasons for the loss of personnel. The fifth chapter, HX company personnel loss problem solution suggestion.According to the current situation of staff turnover in Chapter 3 and the results of interview and investigation in chapter 4, four suggestions are proposed to solve the problem. To build a pay system that reflects the contribution of employees, establish a sound evaluation and evaluation system, build a variety of incentive system, and more for the staff to provide education and training opportunities. Chapter 6, Conclusion and deficiency. Based on the above discussion, the conclusions of this paper are drawn, and the problems that need to be further studied are pointed out.
