Study On The Management Of High Standard Basic Farmland Construction Based On Game Theory, Taking Guangdong Province As An Example

Food security is always a global major strategic issue of affecting on our national economy development, social stability and on our national independence.in order to ensure the security of food production, and improve the ability of grain production, the state council decided to construct high standard basic farmland in an all-round way.Currently in the process of high standard basic farmland construction, there is some new situations and new problems which didn't cause managers seriously enough, but it urgently needs to be studied carefully.In this article, from the perspective of game theory we will analyze the game behavior existing in the process of high standard basic farmland construction in different stakeholders, by building the game model between higher-level government and grass-roots government, between grass-roots government and the villagers, and between grass-roots government and enterprises.and then taking guangdong province as an example,seek to have a optimization strategy of achieving a high standard basic farmland construction target, so as to promote the construction tasks completed better and faster.There are six chapters in this paper, and the main content is divided into four parts.The first part summarizes the management of high standard basic farmland construction and basic theory. firstly defines such relevant concepts as follows: arable land and basic farmland, high standard basic farmland and high standard farmland, high standard basic farmland construction and land regulation, and then sketches the standard and goal of high standard basic farmland construction,finally introduces game theory and the applicability of game theory to the the analysis of high standard basic farmland construction management.The second part studies the application of game theory in high standard basic farmland construction management. mainly starting from the analysis of game body involved in the process of high standard basic farmland construction management, analyzes the game relationship and game behavior between different subjects by using the game theory.we will go on the theoretical modeling analysis of the game behavior between multiple subjects involved,to establish the game model between higher-level government and grass-roots government, between grass-roots government and the villagers, and between grass-roots government and enterprises,and finally analyzes the game model. through the analysis of the game model, it is concluded that the optimization strategy of high standard basic farmland construction management.The third part makes a positive game analysis of high standard basic farmland construction management in guangdong province.Starting from the analysis of Guangdong Province of natural, economic, social, land use profiles and high standard basic farmland construction present situation,analyzes the game relationship between the provincial government and municipal and county governments, between the grass-roots government and the villagers, the grass-roots government and enterprises in the management process of high standard basic farmland construction,and the problems caused by the game behavior.The fourth part based on the game theory, puts forward principles and Countermeasures of improving the management of high standard basic farmland construction,so as to achieve the goal of high standard basic farmland construction in Guangdong Province.
