With the rapid development of Chinese industrialization and urbanization,a large number of cultivated land was destroyed which urgent need to take appropriate measures to protect.The high-standard basic farmland construction is the key to protect cultivated land,achieve add value and income and ensure national food security.But in the process of traditional construction,only paid attention to the land conditions,ignored the site conditions,resulted in the divided results is not realistic.There is high cost of land consolidation or after consolidation cannot reach the construction standard and other issues.Therefore,the scientific design of high-standard basic farmland construction area,construction sequence and mode is an important security of reasonable construction.Starting from the connotation and standard construction and functional characteristics,researching on time sequence and mode of high-standard basic farmland construction in county scale.Taking Sansui County as an example which is the construction of high-standard basic farmland demonstration counties(district)in Guizhou Provinc.(1)Based on the data of basic farmland to determine13027 evaluation units by the method of land mass.from the land conditions(soil conditions,terrain conditions,infrastructure)and site conditions(location,space)in two aspects:select 15 factors to construct the evaluation index system,evaluate index classification standard,index weights are determined by using the method of delphi and mean variance decision.Combined with spatial analysis and factor combination method to determine the time sequence and mode of high-standard basic farmland construction.(2)United States LESA(Land Evaluation Site Assessment)system,from the perspective of promoting food production capacity,determined the weight ratio of LE and SA in the evaluation system.that was 3:2.First,the land conditions and site conditions were evaluated,and then made a comprehensive evaluation.Using the method of equal interval comprehensive evaluation score results are divided into five levels.This is<55,55-65,65-75,75-85,≥85.(3)According to the easy first and difficult later,classification and implementation principle,used the spatial analysis and comprehensive ranking,building a high-standard basic farmland to divide into three modes:the recent construction(priority remediation area),middle construction(alternative remediation area),long-term construction(conditional improvement zone).The construction conditions are divided into basic,little transformation and comprehensive renovation.Their construction scale were 5206.08hm~2,3251.57hm~2,7716.15hm~2.The construction of the largest scale for long-term construction,the need for comprehensive remediation and mainly concentrated on northern and southern parts of the county.The recent construction area is mainly concentrated in the central part of the county.The medium-term construction area is mainly concentrated in the town of Bagong,Tailie and Changji township.(4)Based of farmland infrastructure and construction conditions,using factor combination method to divide the high-standard basic farmland construction mode into three models:The basic farmland in infrastructure and construction conditions,used factor combination method,divided the Sansui County high-standard basic farmland construction mode for three models,the protection of field roads and farmland forest based mode I,irrigation and drainage works based mode II,land leveling model III.Their construction scale are 2019.37hm~2,7236.52hm~2,6917.91hm~2.Mode II is the largest area and mainly concentrated in the north and middle.Model III is mainly concentrated in the north and south of the county.The model I is mainly concentrated in the central part of the county.Finally,the paper puts forward the countermeasures and suggestions to improve the high-standards basic farmland construction in Guizhou county scale.
