Nowadays, the food safety mechanism of governance in China is mainly under the supervision of the governmental functional sectors, which running on an autonomous track. While the government management system is still not perfect as well as the supervisory mechanism. Combined with social unbalance, moral landslide,etc, the effect of food safety management is less than satisfactory.Some social problems are more and more serious, such as the legislation and law enforcement are not perfect, the power and responsibility are unclear, the supervision systems have no good connection.The paper is to start from this point. It's based on the theory of multi-center governance, which is to explore the necessity, difficulties and strategies of establishing a new mechanism for food safety and multi-center governance in China through discussions on the current situation of food safety management in China.First of all, it provides an overview of the situation and problems of the Chinese food safety single-center management model. Secondly, it studies the causes of the problems in detail from the aspects of government departments, market mechanisms,the third sector, consumer groups and others. So that it comes to the conclusion that the single center management mode is not adapted to the food safety situation.Thirdly,it summarizes the general situation of food safety supervision and management in developed countries and puts forward the experience that can be used for reference in our country. Finally, through the analysis of theory and practice, the final conclusion is drawn. The optimal choice of food safety supervision is not to improve the governance management or market mechanism unilaterally, but to establish a partnership between them. That is to establish a multi-center governance supervisory mechanism among government, market, the third sector and consumers.
