Food is the material foundation of human survival, which relates to people’s life,social harmony and stability closely. Meanwhile, it concerns about the country’s overallimage. China has always paid great attention to food safety, which has already realizedthe basic needs of food. However, with the rapid development of economy, food qualityhas been a major concern for most people, at present food safety situation is notoptimistic in China; we are now facing an endless stream of food safety incidents. Chinahas been in a period that different kinds of food safety crisis events appear frequently,which has been a serious threat on people’s life and national economic development.From the current situation, government has some limitations in resource, personnelstructure, and organization system. It’s so hard to manage the food safety crisisefficiently and flexibly, if just relying on the government power. Crisis consciousness,crisis prevention ability and coping ability of non-governmental organizations, personalenterprise, mass media and the public have been very important factors that affect thegovernment food safety crisis management. So when resisting the government leadingposition in crisis management, we also have to emphasis the importance of other socialforce, they have played an important role in food safety management. Therefore, thewriter believes that it’s pretty urgent to develop multi-body participation mechanism infood safety management.This paper which is based on the polycentric governance has been divided into fivesections. The first section has stated the research background, significance and methodsbriefly, the relevant research on this topic at home and abroad has also been summarized.The second section talks about the formation of the multi-body, the significance andnecessity of multi-body participation in food safety crisis management has beenillustrated. The third section focus on the problems of the current multi-bodyparticipation mechanism, and the deeper causes of those problems. The fourth sectionmainly talks about the successful experience of other developed countries which can beused to improve our multi-body participation mechanism. Through the above analysis,the last section proposes some effective countermeasures to improve the multi-bodyparticipation mechanism in China to promote the social development.
