In the concept of the Chinese people,“Eating” has been always a big thing.From the “poverty and blankness” status of the New China Initial Stage until a “well off” society in all-round way today,the average Chinese people have a gradual improvement of the requirements on the food: From the initial “eat to full” gradually transforms into “eat well”.”Eat well” doesn't not simply mean adequate food supply or various diversity,but more important mean nutritious,safe and healthy food.Food Safety Issue is a problem of all bearings,involving not only in economy and management,but also in the livelihood of the people of the whole society.Government management,market regulation,scientific research and the participation of the whole society provides a necessary condition to guarantee the food security.If the Food Safety Issue is dealt with improperly,it is very apt to cause severe damage to the society.It would not only damage the people's psychosomatic health,but also defeat the consumer's desire for the food consumption,and even is very likely to become cause leading to the social and political unrest.Whereas the importance of the Food Safety Issue,which has become an universal social phenomenon that Food Safety Issue has drawn nationwide attention from the government and the whole society unprecedentedly.Currently,our Chinese Food Safety Supervision is implemented by the traditional single-core mode,i.e.by taking the governmental management mode as the subject.Our Chinese government nearly burdens the responsibility to all aspects on the supervision tasks of the food security,while other subjects are less involved.While affirming the government dominates in the Food Safety Supervision,this article emphasizes the importance and necessity of other subjects such as enterprises,the third-party,and the public to be more participatory in the Food Safety Supervision.This paper consists of four parts.The first part is the general introduction of the Food Safety,the main part of the Food Safety Supervision,clarifying its basic concept and the subject identification etc.Meanwhile the multi-center theory as the main theoretical basis of this article is introduced.The second part makes an analysis on the feasibility of the multi-center management applied in Food Safety Supervision,and conducts the research and comparison to the application of the multi-center management theory in the United States,the European Union and some other countries,and summarizes the experience that China can draw on.The third part takes Beilun District,Ningbo City as an example,analyzing the present situation of the Food Safety Supervision at grass-roots level,pointing out the existing problems and the reasons.On this basis,this paper attempts to evaluate the multi-center management theory,thereby building an ideal governance model of government.And provides a reference thought to the problem solving of the Food Safety Supervision.The fourth part mainly explores the governance path by realizing the food multi-center management,and makes some concrete proposals.
