The Systematic Modeling Analysis Of Policy Of China(Shanghai) Free Trade Zone

With the instability of global economy and the keen competition of world trade, it brings many uncertainties to the economic development of our country, and after 30 years development with high consumption, it is hard to continue the high speed development. Under the aforementioned circumstance, we have to promote a new round of reform, find a new economic growth point, and ensure a smooth transition to ‘New Steady State'. So the establishment of China(Shanghai) Pilot Free Trade Zone(Shanghai FTZ) aims to have a nationwide strategy of leadership of the innovation, establishment of innovation ‘pilot field', to explore the transformation of government functions and management innovation and to play an exemplary role in order to make a formation that could be copied and replicable to the whole country.According to the documents issued by the State Council, the Shanghai Municipal Government should promote the development of economy, trade, finance and other areas, meanwhile, the government will accelerate the transformation of government functions and clarify the relationship between the government and the market. Under aforementioned circumstance, at the first anniversary of the establishment of Shanghai FTZ, this thesis utilizes the systematic modeling of policy, with the investment management and trade regulatory policy prior to the establishment of Shanghai FTZ as an environmental video stream input system, through the analysis of the FTZ-related policies after the establishment of Shanghai FTZ, as a result, these policies can be drawn on the new loopholes and shortcomings to improve, and provide the feedback to the society. But at the same time the society is keeping on developing, the growing policy requirements from the environment will produce new vulnerabilities or inadequacies which will be replaced with new policies. By selecting world FTZ excellent example of the development of a country(including big size of the territory, huge economy size, large-scale import and export trade, etc.) like the United States, with the other similar to UAE Free Trade Area(with the port and airport as the foothold), analyzing the abundant FTZ experience in management, operations, etc., as well as by analyzing why the FTZ from Hamburg, Germany, one of the world's four largest free trade zone in 2013 had to be cancelled suddenly, identify problems as the precaution of our development FTZ. Ultimately, this thesis also provides the valuable suggestions for the new policy for the potential new FTZ under our country's circumstances.
