Research On The Transformation Of Lanzhou New Area Comprehensive Bonded Zone Towards Free Trade Zone

After the State Council issued the first inland regional Free Trade Zone in August of 2016 in China,we had eleven Free Trade Zones.Unfortunately,since Shanghai Free Trade Zone issued in August of 2013,the Lanzhou New Area Comprehensive Bonded Zone has been actively involved in the declaration work,but subsequently lost.So far,there are three special customs areas in Gansu province,and how to plan the development and linkage to the Free Trade Zone,offering a better service to the national association of the Belt and the Road,carrying out the important mission of the Midwest region,driving the economic development of the region around Lanzhou,and promoting the level of export-oriented economy in Gansu province,which is worth us thinking and studying.Firstly,this article combines the previous research results of domestic and foreign scholars to define the relevant connotation of the Bonded Zone,the Comprehensive Bonded Zone and the Free Trade Zone.Secondly,this article summarizes the background and development status of the Lanzhou New Area Comprehensive Bonded Zone,using comparative analysis and quantitative analysis,mainly discussing from the necessity and feasibility of transformation and problems existing in the transformation process from Lanzhou New Area Comprehensive Bonded Zone towards Free Trade Zone.Moreover,in the process of transformation towards Free Trade Zone,on the basis of the Xi'an Comprehensive Bonded Zone,the Xinzheng Comprehensive Bonded Zone and the Shanghai Waigaoqiao Bonded Zone that have been successfully transformed towards Free Trade Zone in China,the Lanzhou New Area Comprehensive Bonded Zone should be combined with its own advantages and features,clear its own target function.The article points out that the functional orientation of Lanzhou New Area Comprehensive Bonded Zone should coordinate the development of the petrochemical industry and petrochemical base,implement the transfer of industrial demonstration zone in the west,link Wuwei Bonded Center and the Dunhuang Air Port,establish the multi-modal transport service center in the western region,develop international logistics,and promote the transit trade.At last,the article suggests that province and city should integrate related resources in Gansu province;use of the industrial park,medicine,and petro-chemical industries to promote economic growth;use of cross-border e-commerce to promote the growth of economic and transit trade;use of preferential policies to introduce high-tech and high-value-added industries;build up a diversified financing mechanism and create a platform for attracting investment;on the basis of declaring the designated port,speeding up the feature port;use peripheral quality resources and the linkage of regional ports to promote the development of bonded logistics;pay attention to the introduction and cultivation of talents,and make a cooperation with other Bonded Zones.
