Research On The Transformation Of Government Functions In Heilongjiang Free Trade Zone Under The Background Of "Release,Management And Service"

In the new economic situation,Chinese foreign trade is facing new opportunities and challenges.Accelerating the implementation of the FTZ strategy is an inevitable choice for China to adapt to the new trend of economic globalisation,deepen reform and build an open economic system.In August 2019,the State Council officially approved the construction of the China(Heilongjiang)Pilot Free Trade Zone,which is the first time China has established a FTZ in a border area.The Heilongjiang FTZ is of great significance in revitalising the Northeast,deepening the industrial structure and building regional cooperation with Russia and Northeast Asia.As an emerging FTZ,the development of the Heilongjiang FTZ needs the guidance and support of the government.The study of how to deepen the "Release,Management and Service"of the FTZ and the transformation of government functions will help to promote the reform and innovation of the Heilongjiang FTZ and provide innovative results for the accelerated development of the Heilongjiang FTZ.In the context of deepening the reform of " Release,Management and Service",this study examines the transformation of government functions in the " Release,Management and Service" of the Heilongjiang Free Trade Zone.On the basis of defining the concepts of free trade zone,"Release,Management and Service" and transformation of government functions,the study further analyses and researches the Heilongjiang Free Trade Zone by combining the theories of limited government,government regulation,service-oriented government and holistic governance;using the methods of survey analysis,qualitative analysis,literature research and comparative research.The analysis and research on the government functions and the situation of "Release,Management and Service" in the Heilongjiang Free Trade Zone reveals that there are difficulties in decentralisation and undertaking the transformation of government functions in the Heilongjiang Free Trade Zone in terms of deepening " decentralisation" and " regulation" rather than"implementation".The main reasons for this are the lack of clarity in the division of authority and the lack of administrative supervision.The main reasons are the unclear division of authority,the unsound administrative supervision and evaluation mechanism,the low level of service due to the serious brain drain,and the lack of legal attention.By drawing on the successful experiences of the FTZs at home and abroad and combining them with the actual development of the Heilongjiang FTZ,measures such as promoting the simplification of administration and decentralisation to strengthen comprehensive governance,implementing modern all-round supervision,focusing on the training of professionals to improve the quality of services,clarifying the responsibilities of the rule of law and strengthening legal protection are proposed to solve the corresponding problems and promote the Heilongjiang FTZ to further explore institutional innovation and better play the role of early and pilot implementation.
