The Transformation Study Of The Government Functions In The Construction Of Free Trade Zone In Shaanxi Province

At present,the situation of economic globalization is clear and "new normal" for the domestic economy is grim.Under the pressure of home and abroad,social and economic development is in a critical period of transition.Free trade area,as a new growth pole,its huge driving effect on the economy has been proved broadly.Shaanxi FTA has been approved by the central government in 2016.FTA for Shaanxi has been enhanced to the level of national strategy on the basis of economic development through Belt and Road initiative.In order to seize this historic opportunity,Shaanxi Province must complete the change of government functions as soon as possible,and create a favorable environment for the construction of FTA in this western and inland province.The core of establishment of the FTA in Shaanxi Province is the innovation of management system and the shift of government functions.Based on the current situation of the construction of Shaanxi Province FTA,this paper explored the aim of FTA and its request for the change of government functions through the way of collecting and elaborating the policy and case analysis.In this way,we can make it clear that what could be done for government functions and its orientation to build FTA in Shaanxi.Firstly,the government functions should be led to the orientation of service and we should lay a solid foundation for the change of government functions in the process of building FTA.As the national strategy,FTA construction shoulder the task of shifting and reforming government functions.Secondly,perfecting the comprehensive management mode,reforming the administrative examination and approval system,and innovating the administrative supervision system are the key factors for the change of government functions in the construction of Shaanxi FTA.So we should strengthen the exploration and practice on the three aspects.After all,Shaanxi FTA is just a experimental area for the shift of government functions.We have no completely mature experience for reference.So we can only prior carry and try in practice,push forward the reform on the basis of shift of the above functions and sum up experience for improvement.Thirdly,we should ensure the administrative measures that need to be perfected in the process of the change of government functions.Therefore,the paper suggest that we should start with the establishment of the government power system and legal operation system so as to ensure the smooth progress for the shift of government functions.
