Study On The Change Of Supply Chain In China (Shanghai) Free Trade Experiment Area

To cope with the new situation of the global economy and promote economic restructuring, our country establishes China(Shanghai) Pilot Free Trade Zone for the purpose of deepening the reform and further opening up. Shanghai Free Trade Zone(FTZ) focuses on opening up service trade and enhances service quality and innovation capability. The radical idea of design Shanghai Free Trade Zone is the system rules innovation. It is the only way to break bottlenecks and make the new energy. The challenge and competition brought by opening will reverse transmission reform and unleash the system dividend.This paper analyzes the government functions of Shanghai FTZ from the view of supply chain. This article studies the reform measures of Shanghai FTZ, including streamlining government departments, using negative list, and points out the gains made and deficiencies. In the aspect of supply chain, this paper evaluates the supply chain system from the degree of concentration in services, the headquarters economy of multinational companies, service capabilities of supply chain managements, and supply-chain finance, indicating that only make more innovation and reform of government functions can Shanghai FTZ enhance the level of the supply chain and the market. Then the article strives to identify the deep problems of the government functions and studies four international FTZ with higher supply chain levels, and concludes the advanced experience in the field of supply chain. Moreover, it points out that the location of government functions should be the effective system of government, multisectoral coordination regulation, fair market environment, and the perfect social credit system. Finally, the paper indicates that transformation of government functions needs not only streamlining government departments, but also strengthening the complementary functions. Generally speaking, in view of the economic conditions, the government functions transformation of Shanghai FTZ should considerate our position of the global supply chain and fully understand the future path of development.
