Since 1970 s, the theory of menu-driven welfare has been progressively developed and improved. Presently it has a well-developed and comprehensive theoretical system and has been widely used in the human-resource management systems of numerous enterprises in western developed countries. Different from the traditional management of welfare, menu-driven welfare system designs and customizes a “welfare menu” based on individualized needs of employees with controllability and legal and regulatory compliance. This system truly allows employees “My welfare, My decision”, meeting the requirements of welfare for employees on different roles, at different ages, with different education levels, which maximizes the motivation to employees to improve their enthusiasm and satisfaction and enhance the cohesion of enterprises staff.This thesis identified and analyzed the issues in present welfare system of Shuohuang Railway Company, and then introduced the menu-driven welfare theoretical system and validated the feasibility. This work proposed a design and solution to improve present welfare management system. The design of menu-driven welfare system in this work can meet diversified welfare needs of employees and optimize the motivation functionality so as to find, attract and keep talents, enhancing employees’ loyalty, cohesion and centripetal force. In the mean time, this work also provided research data and theoretical analysis to domestic researchers and enterprises who want to resolve their solidified welfare management system without sufficient motivation to employees.
