With the establishment and development of China's service-oriented government, performance management attracts more and more government attention. All levels of administrative organs and institutions attach great importance to the performance management. Xi Jinping, general secretary of the CPC, stated clearly in his 18 th CPC National Congress report: On the basis of innovating and improving the administrative management, it is to promote the performance management of all levels of government, the executive and institutions to further improve its service efficiency and quality of service, so that the credibility and execution of government administration can be strengthened.As an important component of the tax department of the national government, it is in charge of the important financial indicators of our country and it plays a vital role in enhancing China's comprehensive strength, and promoting the modernization of our country and so on. To promote performance management, not only as required by the CPC Central Committee and the State Council, but also helps reflect the concept of serving the people, and most important is conducive to building an innovative service-oriented government, and following people-oriented working principle. Taxation department bears the duties of organizing income taxation, implementing tax policy, adjusting economic distribution, serving people's livelihood, and their effects on social harmony and stability as well as economic development have become increasingly prominent. In order to better play the role of the tax department, it is urgent to build an effective performance management appraisal program. Therefore, the research on tax department performance management has a vital role to ensure the establishment of coordinated operation, a highly efficient, standardized administrative system.Based on the above analysis, the modern performance management theory and performance management methods, this paper analyses deeply the current situation of S IRS performance management to find out the existing problems and their causes.With reference to the advanced experience of Shenzhen, Yantai tax department performance management, corresponding countermeasures and suggestions are put forward in this paper, aiming to design KPI program of S IRS performance management.
