Performance management has been the focus and difficulties of business management in recent years, which gets the full attention of the majority of researchers and practitioners. Jiangsu Yongda Power Engineering And Telecommunications Installation Co., Ltd. has extremely rapid development in recent years since the restructuring of management mechanism, with a a rapidly rising market position and good economic and management benefits. However, there are many problems on performance management, due to the continued use of the of state-owned enterprise model and some other reasons.This paper draws on the combination of qualitative and quantitative analysis, explores the the design and key problems of YongDa performance management. Human resources,economics and other disciplines of knowledge are used here for the suggestions.First of all, Jiangsu Yongda current problems and challenges are proposed based on the overall electrical installation business environment,then it is pointed out that the study is useful and meaningful. Then, the study carries out some research review at home and abroad, which focused on the electrical installation in theory, make the research methods and technique line clearly. In the second chapter, the theoretical basis of this study is clarified, which starts with the definition of the concept of performance management and program design, ended by the method to be used in this study. They are all the basic method for the forward program design.In Chapter Ⅲ, it carries out the basic situation analysis of Yongda Company, presents the company’s establishment background, industry characteristics, organizational structure and assessment methods, then targets problems in assessment, such as the lack of organization and process management, too subjective assessment, lack of routine assessment, serious prevarication in different departments. After that, traces of the source of these problems are explored, including that performance management follows the traditional model, broad-level employees in this company lack of communication and feedback and so on. In Chapter IV, the Yongda company’s development orientation, strategic objectives are described, which is the basis of the appropriate performance management programs. Then the design of the full range of sub-level rolling performance evaluation method is used here to solve the current problems of Yongda. This method has the advantage entire performance about work attitude, work ability, job achievement, gives an entry evaluation system as well as incentives for all levels such as front-line workers, production team leader, project manager. In Chapter V, in order to get the better implement of the Yongda performance management, key issues that may arisen during the implementation are explored, takes note about the evaluation and coordination of strategic objectives, good communication plan, arrangement of the appeals process, increase training, curriculum development, pilot testing and ongoing monitoring and evaluation issues. Finally, according to earlier study about Jiangsu Yongda problems in performance management and improvement of human resources management strategy, the expected effect analysis on performance management is carried out, then the paper summarizes the whole text, pointing out that there are still some omissions and stepped relevant prospects.
