Mudanjiang public catering as an important part of everyday life?Food safety of catering directly affects public health and long-term development of Mudanjiang City.In this context, the current government regulators have been unable to meet a single type of control mode, and for the study of this problem are mostly from the field of administrative science, health science, political science, etc., the article from the perspective of public management of Mudanjiang City catering of food safety research governance issues.This paper focuses on the concepts of Mudanjiang City Food Institute of Food safety aspects of the issues involved to make the definition of governance, and to sort out the theory. On this basis, and according to surveys, interviews, and for several years the actual situation of Mudanjiang City Restaurant enforcement of food safety problems to sort out and analyze, and then from the restaurant's own catering business, government regulators, industry associations, social media and consumer the perspective that: Mudanjiang City, the existing catering of food safety governance to government regulators a single type of control mode, not government regulators, as chaos will lead to poor governance efficiency.In addition, government regulators inadequate staffing, lack of relevant laws and regulations; the relevant testing standards and methods are backward, causing many penalties can not fall; illegal cost is too low, food and beverage companies to take risks in pursuit of profit maximization; catering enterprise credit system is not perfect, industry associations the role of failure, lack of social media monitoring, supervision and reporting consumer channels scarcity is a major cause of Mudanjiang City Restaurant of food safety governance is not in place. Mudanjiang City to arrive existing conventional single type of control mode is not suitable for dining complex governance aspects of food safety, this conclusion.Aiming at the root of these problems, and the relevant experience in domestic and catering sectors of governance, the use of market failures theory system theory, and put forward a new model of public governance Mudanjiang City Restaurant of food safety management- Government-led multi-stakeholder collaborative governance model.First elaborated the content and features of the new model, participants, and design principles. Then, from the operational point of view analyzes government-led multi-stakeholder mechanism to implement the feasibility of cooperative governance model provides a theoretical reference for the Mudanjiang City Restaurant of food safety management. Finally, based on Mudanjiang City Restaurant of food safety control this central objective, to solve practical problems from the point of view, combined with the actual Mudanjiang City, proposed redefinition of the change from the first participants in the "lead organization" government regulators began to function, strengthen self-discipline, clean industry environment, improving public participation mechanisms, and many other improvements, multi-pronged approach to improve catering of food safety management level, this practice has some reference value to solve Mudanjiang City Restaurant of food safety governance problems.
