With the rapid development of economy and the increasingly fierce market competition, more and more companies realize that using advanced and innovative management methods to deal with the fierce market competition and improve performance is very important. Now managers have recognized that Excellence Performance Management Model has played a decisive role in helping enterprises to get excellence performance and competitive advantage. If enterprises ignore the performance management, the employee satisfaction will decrease, which directly threaten core competence of enterprise. On the contrary, if companies have perfect performance management system, it will help to improve individual and organizational performance, and fully motivate the enthusiasm of staff and greatly increase employee satisfaction, and then the company strategy missions will be successfully completed. Therefore, how to research and analyze Excellence Performance Management Model and further improve the specific operational mechanisms to build an effective performance management system and achieve excellence performance is playing an important role in improving our performance management theory.As there are few relevant national practice and research about Excellence Performance Management Model, some articles focus on introducing Excellence Performance Management Model, which mostly are written by quality standards organization or executing agency staff, and involved few about how to establish a comprehensive enterprise performance management system with the guidelines. Therefore, they can not be applied to the actual management needs of enterprises. The other articles or outcomes which are written by the enterprise manager are used to limite the specific and individual enterprise practice, are guideless to promote Excellence Performance Management Model in the regional or national level. Therefore, this article research on construction of manufacturing enterprises Excellence Performance Management Model in Jilin Province, sort out the common questions, combine theory and practical, objective evaluate and analyze Jilin manufacturing enterprises performance management system.Then study China Resources Snow Breweries Company's specific management system as a platform to analyze the common problem in enterprises existing performance management system, identify the impact factors and try to put forward suggestions for improvement.This articles can be generally divided into four parts. The first part introduces the theory of performance management and Excellence Performance Management Model internal logical structure, in order to determine the theoretical approach of performance management system improvement. Through documentary analysis, by studying the theory of enterprise performance management at home and abroad, relates management, human resource management, economics with reality, introduces the domestic implementation of Excellence Performance Management Model and Quality Award, with a description of Excellence Performance Management Model establish meaning and application value. Then introduces the concept and core values of Excellence Performance Management Model, and this mode evaluation criteria.The second part analyzes the performance management situation and problems of manufacturing enterprises in Jilin Province, find the major gap between Excellence Performance Management Model and enterprises performance management system. Specific use of the questionnaire to collect enterprises awareness of the performance management system situation, and select a few representative enterprises in the field inquiry and investigate to get the first-hand information, the data used to analyze concluded Jilin enterprises existing management system and superior performance management model requires the existence of gaps, and analyzes the reasons for these disparities, identifies the difficulties and key points of Excellence Performance Management Model, and proposes suggestions for improvement and countermeasures.The third part aim at the prevalent common issues to propose improvement measures with practical significance, give the suggestion about the key point of the system design. From the understand of Excellence Performance Management Model, performance management system design concerns, the training of enterprise manager, effect of performance management, sector structures and processes of setting, integration with the ISO9001,ISO14001 and GB/T28001 standards, performance management system improvement and innovation of enterprises to propose the improvement.The last part using the Excellence Performance Management Model evaluation criteria to judge China Resources Snow Breweries Company performance management system, analyzes the implementation status of company performance management, identify problems and improve its performance management system. This section from the micro-level to analyze China Resources Snow Breweries Company as a case study. Introduce the company profile, organizational structure, job design, analysis of the current performance management system situation, through on-site interviews and questionnaires to find out the loopholes and flaws, the conduct of its targeted performance management improvement justification, and proposed specific performance management system improvement. In the specific design, I used key performance indicator method (KPI), balanced score card (BSC) and other performance management tools and methods to establish the performance management system.
