Engineering Supervision System (ESS) has obviously played a pivotal role on domestic construction market since 1988.Owing to intensely homogenization competition, Engineering Supervision Enterprises(ESE) are bound to encounter limited development and have to carry out reforms. The competent department of construction of the State Council have issued a series of guidelines and instructions to cultivate ESE.However, not all ESE are able to carry out transformations depending on entire project management, so this paper conductes a research on capability evaluation for ESE to develop project management. It is beneficial for ESE to implement different development strategies and conducive for market-related subjects to select appropriate ESE. Also, it helps the relevant departments to develop policies.First, this paper defines the concept and basic contents of entire project management by summarizing engineering consulting agencies'business contents from project establishment stage to completed acceptance stage. On the basis of analysis of ESE' development status and characteristics of the development, this paper clarifies the necessity and feasibility for ESE to expand project management. Next, for the purpose of capability evaluation, this paper creats a suitable project management maturity model for ESE by analyzing the basic architecture of the current mainstream project management maturity models. At last, this paper verifies the applicability of the model by selecting an appropriate engineering supervision enterprise and focus on assessing and improving the capability of project management.
