Since the 21st century, with the national large-scale investment in infrastructure, urbanization process continues to accelerate, large and medium-sized construction company ushered in a new round of development opportunities. At the same time, a growing number of construction enterprises makes intensified competition in the domestic construction market, construction companies also need to withstand macroeconomic regulation and control risks, increased labor costs, risks in project quality and many other tests. However, China's most construction enterprises' project cost management mode is still rough and single, enterprises lack of effective cost control, the high proportion of construction costs continue to compress the profits of construction companies. Therefore, most of the construction companies urgently need to introduce some advanced, scientific and effective method to improve project cost control, in order to enhance their market competitiveness and improve project's profitability.At first, this paper describes the domestic and international research findings of project management and project cost control. Then, the paper summarized the various theories of project cost control, including the content, procedures and methods of cost control, providing a theoretical basis for further research. Next, the paper find the problems of TM company which exists in the project cost control by analyzed TM's operating status and cost control basic information, such as enforcement is not enough, not timely accounting analysis, the actual direct costs of construction costs has a longl distance with the target, indirect cost overruns seriously. Then, finding the reasons of these problems by further analysis, including the consciousness, systems and methods aspects reasons. Finally, according to the actual situation of TM's, from multiple angles operational level, cost control system and training programs put forward countermeasures and suggestions to solve the cost problem of TM company to control the project, such as strengthening the target cost control awareness, improve cost control system, select the appropriate method of cost control, improve supervision and evaluation mechanisms and the development of learning and training programs.
