Engineering project with large investment, long cycle characteristics, from the project, reporting, financing, until an important link in the process, the project monitor and control directly affect the realization of the project goal, therefore, in order to achieve the project objectives, implement project monitor is very important. Generally, project management target system is the integrated system of cost, schedule, quality, in where he project cost control is the core goal, accord to the method of earned value analysis in the limitation in the application, combined with project integration management theory and method, this paper dose the following aspects of research:First of all, put forward the earned value management idea, improve the work breakdown structure method in project management application category, avoid the higher level, the larger work item issues caused by the complicated project level, on the basis of summary the sub project cost and schedule predicted, step by step, revise the development trend of the project forecast, and provide more accurate project cost and schedule information for project managers. Secondly, according to the shortcomings in traditional method of earned value without reasonable considering the quality target, proposed the concept of the awarded quality value, provides reliable basis for monitoring the project management target; Finally, this paper puts forward the ideas of combining earned value method and the awarded quality value, avoid disadvantages in two kinds of methods when used alone, timely detecting and adjusting deviation, guarantee effectively executing the plan.This study provides a new extension for the existing project monitoring and performance evaluation of earned value theory model, so that managers not only understand the overall project cost schedule progress, also can clearly understand the project execution performance, improve project cost and schedule monitoring level. Combined with the engineering case of project management, the research result not only has innovations in the theoretical, also has a strong guiding significance in the practice of project management.
